To acknowledge the fundamental injustice, cruelty, brutality, and inhumanity of slavery in the United States and the 13 American colonies between 1619 and 1865 and to establish a commission to examine the institution of slavery, subsequent de jure [according to law] and de facto [in reality] racial and economic discrimination against African Americans, and the impact of these forces on living African Americans, to make recommendations to the Congress on appropriate remedies, and for other purposes.42

The bill did not make a proposal for specific reparations but merely asked for a commission to study the issue and make a recommendation on the matter. Although Conyers first introduced the bill in Congress in 1989 and has reintroduced it every year since, the bill has yet to make it out of committee. This means that the House of Representatives has not yet been allowed to vote on whether or not to send it to the Senate for further review. However, the bill has continued to gain support and was most recently reintroduced in the updated legislation for the 115th Congress in January 2017.
